Sometimes, yes. It depends on the type of document you have. Some documents, like certified vital records, are issued by the state and usually do not need to be notarized first. Other documents, like letters, powers of attorney, or business documents, usually must be notarized before they can be apostilled.
The document has to be in the correct form before it can be accepted by the government office. If it isn’t, it may be rejected or delayed.
